the colour of television

Who wrote the following sentence, and where did this person write it?

"The sky above the port was the color of television, tuned to a dead channel."

And is it not the best sentence ever? Discuss.

    Only WIlliam Gibson could, in one sentence, make the sky feel tainted and migraine inducing. That sentence makes you feel the artificiality of Chiba City. A place where the night is no longer dark.
    I wish I had heavier curtains.
